After about a week of checking multiple sites (I checked every hack for ratings on romhacking.net, looked over pokecommunity and smwcentral, and checked multiple subreddits) for the best hacks, I believe I've finally come to a finish with my list. The selection was done by the popularity of the game, the amount of ratings, the quality of the ratings and the popularity with the communities that I was able to observe.

There's bound to be some great hacks left off the list, but this is my personal selection that I wanted to share with the emulation community. For hacks that remove imposed censorship, please check my previous listing: The bottom list will be split up between hacks that improve the overall base game and hacks that either add onto or completely change the game experience. Project Base adds so many neat features and quality of life improvements such that it's difficult to ignore using it, and utilizing it will instantly improve the quality of the experience of a romhack greatly while also saving precious development time. Also again, props to the OP for a fine choice of romhacks. I don't expect the OP to answer every request for more games to be added to their list, after all, it is their list, and we ourselves could just make our own. Still, I can't help but say that even if I were to make my own list, the two would overlap considerably. That being said, I've also heard that the rom hack for Chrono Trigger, Crimson Echoes, is good, although I've never played it personally.
