There is a fallback to the online version though so it should still work as long as you have internet access.
You can generate truly standalone files by using the VRML to X3D converter on the commandline with the --embed option, or by setting x3dom.embed = 1 in dispcalGUI.ini (note that the flash fallback for X3DOM will not work in that case if there's no internet access, because the flash file cannot be included in the HTML itself.
